Subscription funding charge towards National Clinical Audit and Patient Outcomes Programme

The NHS Standard Contract requires relevant providers of NHS services to participate in the National Clinical Audit and Patient Outcomes Programme (NCAPOP).

Since 2012-13, Trusts have been responsible for funding a proportion of the NCAPOP costs through a process known as Subscription Funding. Each financial year NHS England publishes a Gateway letter detailing the amount to be paid by NHS Trusts and NHS Foundation Trusts to the Healthcare Quality Improvement Partnership (HQIP) as part of this charge.

In 2016 all NHS Trusts and NHS Foundation Trusts were required to make a standard payment of £10,000 + VAT towards the running of the NCAPOP. NHS England has agreed to retain this amount for 2017-18.

HQIP is tasked with the collection of the subscription charge and therefore contacts all Trust medical and finance directors annually, to confirm the charge and request that a Purchase Order number is raised against which an invoice can be issued.

  • How much is the subscription funding charge?

    The subscription funding charge is outlined annually in the corresponding NHS England Gateway letter. For the 2016/17 and 2017/18 financial years, the subscription funding charge is set at £10,000 + VAT for all NHS Trusts and NHS Foundation Trusts.

  • 2016 changes to subscription funding charge

    NHS England agreed in 2016 that a standard charge would be set for all NHS Trusts and NHS Foundation Trusts. The charge set represented a cost saving for the majority of Trusts. The total funds received by HQIP from subscription funding have not increased as a result of this change.

  • What are the benefits to Trusts in participating in the NCAPOP?

    NCAPOP projects provide a valuable quality assurance function, as well as information to support local and national quality improvement and quality planning. A range of outputs such as national benchmarked reports, case studies and other quality improvement tools are published.

  • Who is liable to pay the subscription funding costs?

    All NHS Trusts and NHS Foundation Trusts pay a subscription funding charge in line with the NHS standard contract requirement to participate in the NCAPOP programme.

  • Who do HQIP contact within Trusts?

    HQIP contacts all Trust medical and finance directors annually to alert them to the charge and to request that a purchase order is raised. HQIP suggests that queries regarding the subscription funding requirements for the Trust be directed to the local clinical audit team in the first instance.

  • How is the charge calculated if two Trusts merge?

    Trusts that plan to merge during a financial year will be invoiced separately for the subscription charge. Trusts which have merged prior to the financial year will only receive one subscription charge.

  • What sanctions will be imposed if a Trust does not pay the subscription charge?

    At the end of each financial year HQIP reports Trusts who have not paid their subscription funding charge to NHS England.
