Contract procurement for the Maternal, Perinatal and Infant Clinical Outcome Review Programme

Part B Negotiated Procedure for the Maternal, Perinatal and Infant Clinical Outcome Review Programme

HQIP would like to announce it is seeking to contract via the OJEU Part B Negotiated Procedure for the Maternal, Perinatal and Infant Clinical Outcome Review Programme.

This process follows a review of the Maternal and Newborn Programme undertaken by an expert panel. This review highlighted key principles that need to be addressed as part of the programme; principles supported by the funding partners: the Department of Health and the United Kingdom devolved administrations.

This contract qualifies to be negotiated under Part B services of Public Contracts Regulation 2006, and to be tendered and concluded through the Part B Services Negotiated Procedure.

Eligibility

HQIP is seeking to commence a negotiated process with suitable providers that are able to satisfy its minimum requirements, as below:

A.      Provider can commence work on 1 April 2012.

B.      The Provider is expected to cover the proposed work streams as follows:

  • Maternal, perinatal and infant mortality surveillance aiming to report numbers and cause of death annually.
  • Detailed case review of maternal and infant mortality with a focus on lessons learned from frequent similar events or unusual or rare events following detailed case review.
  • Use of a thematic approach aimed at including a case mix adjusted analysis of serious maternal, perinatal and infant morbidity as well as mortality.
  • Production of specialty-based reports, for example midwifery, anaesthetics or general practice. Production of prospective research recommendations based on evidence produced from data analysis..
  • Host and maintain the Maternal, Perinatal Mortality Notification (MPMN) web portal ensuring robust data governance and data input quality assurance.

C. A prime contractor with at least four years experience of conducting clinical outcome reviews or research at a national level.

D. Established delivery structure with demonstrable track record of delivery in conducting clinical outcome reviews or research with an annual value of at least £400,000 (net of VAT) or more.

E. Sound economic and financial standing assessed by evidence of professional indemnity insurance, audited accounts covering at least three previous financial years, turnover of business in respect of similar services to be performed, and overall turnover of business.
